Does your law firm send out a newsletter - it's a recognized and well regarded marketing tool. At the same time, I'll bet it's very time consuming to set it up and write articles - how regularly do you actually send it out? Email newsletters are easier - but with folks so bombarded with email, how many of those e-newsletters are actually read before being deleted or lost in the email box?
Why not consider a blog as an alternative to a newsletter? You could update the blog at regular intervals and then send notice of those postings (with links to the blog articles) to your target audience. Sure, recipients might still toss some of those emails - but once they click on at least one of the links, they'd be transferred to the blog which would still retain the previous posts from former "newsletters." I never had the discipline or resources to produce a newsletter, but I have combined my renewablesoffshore weblog with a related e-newsletter and it has generated a few inquiries though no firm business (which I might add is consistent with the "old rules of marketing" that I mentioned earlier, in that it may take up to a year for any one lead to come to fruition, blog or no blog)
